The Media Library at CEC is a Central Repository of all the programmes Educational TV Software produced by the seventeen Educational Multimedia Research Centres set up by UGC in the Universities and Institutions of Higher Education in the country. The Library houses all the Masters Tapes of the various Educational Video Programmes produced by the Multimedia Research Centres in different subject areas and topics. The Media Tape Library is a storehouse of a wealth of knowledge.
CEC has a total collection of about 16000 Educational Video Programmes on betacam cassettes consisting of the categories of collections mentioned below and is available both in English and Hindi and adds about 1000 Video Programmes on various subjects and topics to its collection every year from the Multimedia Research Centres spread throughout the country. The programmes housed in the Media Library are enrichment video programmes, syllabus oriented like the university video lectures, E-content and LOR’s developed by the Multimedia Research Centres.

The entire Media Library collections are organized, classified subject wise and indexed for easy access and retrieval for the users. The Media Library has developed its own Customised Software called Video Library Computerized Information System (VILCIX) for management of the data available of the video programmes received in the Library from the seventeen Multimedia Centres. The data of the video programmes received in the Media Library are input into the database of the customized software developed for the purpose of access and retrieval of information of the video programmes. The Media Library database caters to the in-house needs such as information for planning, scheduling, marketing needs and also for bringing out the catalogue. The users can access the Web OPAC (Online Public Access Catalogue) for getting the subject wise classified information on the Video Programmes and Multimedia materials through CEC website: http://www.cec-ugc.org .
CEC Media Library has few video programmes from its media library collections streamed and put up for Video–on–Demand. CEC Media Library in its endeavour and goal to secure, preserve and archive knowledge has a collection of Learning Object Repositories (LOR's) and Reusable Learning Objects (RLO's) taken from its existing media library collections available in the Media Library. Media Library through the CEC website allows data to be disseminated without a long-winded publication process.

Master Tapes of the programmes are not lent to outsiders and are used for transmission. In case someone wishes to get a copy of the programme the Marketing/Sales department takes care of such needs of the organization by duplicating from the Master Tapes available with the Media Library. Media Library has developed its own Transmission Database which has the data of the Master programmes which have been transmitted for easy retrieval of the programme Master Tapes from the Media Library. The Media Library has digitally stored on DVD all the programmes transmitted on the CEC Higher Educational Vyas Channel. The CEC Higher Educational Channel programmes taken from CEC Media Library can be accessed on the Internet from CEC website.
Besides telecasting the Video Programmes available at Media Library, CEC disseminates through internet and makes available by marketing on demand for DVD copies of video programmes available at the Media Library which are telecast on DD National, Gyan Darshan and DD Bharti to several National and International Institutions of Higher Education as well as to individuals.
