<title>DSpace Workshop Inaugurated on 20 April 2009</title>
<description>The National Mission on Education through Information and
Communication Technology (ICT) project will bridge the gap between urban and
rural institutions as more than 6,000 colleges will be networked across the
country through the UGC-INFONET, said Jagdish Arora, Director of Information
and Library Network (INFLIBNET) Centre, UGC Ahmedabad.The mission with two
major components- content generation and connectivity-will provide access to
electronic journals and information that is required for collegiate
education.It will also provide high quality personalised and interactive
knowledge modules through the internet for all the learners in higher
education institutions, he said. Already an amount of Rs 25 crore has been
allocated for the first phase.In an interview to `Express’, Jagdish Arora
said that e-books will not be a faraway dream though the publishing industry
was not interested in digitising textbooks.``In the later stage, the UGC
might finance the writing of the syllabus for e-learning which could help
create high quality e-content for the students as well as the teachers.The
scheme, submitted by the Ministry of Human Resource Development (MHRD), will
leverage the potential of information and communication technology and is
expected to be a major intervention in enhancing the Gross Enrolment Ratio
(GER) in higher education during the Eleventh Five Year Plan period as also
recommended by the Oversight Committee and the National Knowledge Commission
(NKC).He said that the Department of Information Technology has initiated a
Rs 100-crore project to network all the research institutions and
universities by providing connectivity and increasing the capability of the
existing networks.Stressing on the need to digitise libraries, Arora said
that the figures indicated that the increasing information flow has
generated an increase in the number of articles and research papers.``A
library learning is reflected in terms of the impact on research,’’ he
added.The INFLIBNET has already networked 157 universities including 12
private ones in different gradations.The first 50 universities have access
to 5,000 electronic journals, the second 50 to about 4,000 and the last 57
as per their requirement, he said.The private universities are part of a
consortium and they pay for their subscription.Arora is in Kochi to
participate in a five-day national workshop on DSpace organised by the
Cochin University of Science and Technology, the INFLIBNET and HP India.

<title>CALIBER 2009 CONCLUDED</title>
<description>At the end of three-day deliberations on challenges and strategies of e-content management, library and information professionals from across the country have put forward the need for a National Digital Preservation Policy in India. The committees set up by the Ministry of Information and Communication Technology should prepare a white paper on the subject and draw implementation strategies for various stakeholders, Librarian, University of Hyderabad M. Koteswara Rao, who was the rapporteur general of the seventh International Convention on Automation of Libraries in Education and Research (CALIBER-2009), said on Friday. Among other recommendations resolved during the convention, he said that the Ministry of Culture should review the existing Delivery of Books Act to incorporate delivery of digital publications. Noting that library and information professionals should be aware of Intellectual Property Rights laws and policies, he drew focus on training programmes on IPR issues and need for amending copy right laws to incorporate provision of digitising rate and important publications. Speaking at the valedictory session of the convention, Scientist from Inter University Centre for Astronomy and Astrophysics and Chairman of National Steering Committee of UGC Infonet Digital Library Consortium Ajit Khembhavi said specific steps were being taken for arranging exchange of resources between various consortiums in a year or two. This would make subscription less expensive and bring more materials to more people, he noted. Director of Culture and Cultural Relations of Pondicherry University A. Balasubramanian said Information Science Research Laboratories and Indian Council for Information Science Research should be established. Director of UGC INFLIBNET Jagdish Arora, Director of CALIBER A. Amudhavalli, Organising Secretary R. Samyuktha and Convenor Prem Chand spoke on the occasion.

<title>CALIBER 2009 INAUGURATED</title>
<description>Cautioning universities against cyber security threats, the Director-General of Computer Emergency Response Team-India (CERT-In), Union Ministry of Communications and Information Technology, Gulshan Rai, said that universities had become launching pads for initiating cyber attacks as nearly 40 per cent of such activities were originating from university structures. "Universities have open servers. They have become sources for hacking activities. Our neighbour, China, scans every network in the country," he said, speaking at the inauguration of the 7th International Convention on Automation of Libraries in Education and Research (CALIBER-2009) on Tuesday. The convention was organised by Pondicherry University and UGC Information and Library Network (INFLIBNET). "Sufficient steps should be taken to keep hackers at bay. CERT-In is engaged in monitoring cyber space. We are willing to cooperate and collaborate with INFLIBNET and universities under the UGC to put in place a proper security system." Observing that revolution in technology was a cause of concern, he said, "Almost all cheap pen drives available in the market come with a spy. When technology is progressing, it is also creating problems. We need to be careful." Mr. Rai said that over a period of eight years, India was radiating a bandwidth capacity of 90 giga bytes outside from four giga bytes earlier, while the inside traffic was 300 giga bytes. "By 2010 or 2011, the 4G technology will be in the picture," he said. The director of INFLIBNET, Jagdish Arora, said, "Research output of faculty and researchers in universities has increased by more than 42 per cent during 2004-2007 in terms of number of articles published when compared to research articles published during the previous four years. In fact, INFLIBNET can be soon accessed through Google." Vice-Chancellor of Pondicherry University J.A.K. Tareen said that a children's section would be set up at the varsity library.
