Institutional Repositories (IRs), variably called Digital Repositories, Institutional Digital Repositories, E-print Archives, E-print Systems, E-print Servers have emerged as one of the route of open access scholarly publishing owing to the phenomenon called �serials crisis� which refers to the exponential and continuing increase in subscription cost of scholarly journals. IRs are one of the most promising developments that utilize new web technologies to offer a viable and sustainable alternative to the current model of scholarly publishing. An IR is a digital repository of the research output of an institution. It is viewed as a service that an institution offers to its students, faculty and researchers for the management and dissemination of digital materials created by them. An institutional repository could include research material such as the following:
- Published material (e.g. journal articles, book chapters and conference papers);
- Unpublished / grey research material (e.g. pre-prints, working papers, theses and dissertations, technical reports,
- project reports and learning material); and Supporting research material (e.g. data sets, models, and simulations).
The concept of IRs is associated with Open Archives Initiative (OAI) and its Open Archives Initiative Protocol for Metadata Harvesting (OAI-PMH) and digital interoperability. IRs are viewed as a part of universal digital library system consisting of repositories distributed across research institutions and universities all over the world. Metadata (bibliographic details) of each of these distributed IRs is harvested by the indexing services (called service providers or specialized search engines like ARC, OAISTER, Google Scholar, etc.) so as to provide unified and organized access to digital content distributed across IRs the world over. With interoperability built into the OAI-compliant IR software, individual institutions can participate in the process of building a distributed global digital library through their repositories. IRs are also linked to the notion of a digital library since IRs have the same functions.
The INFLIBNET Centre proposes to initiate project on setting-up institutional repository along with the project on Electronic Theses and Dissertations in selected universities in a phased manner since both the repositories are built-up using same technology. Universities desirous of participating in the programme or those universities that have mandated / promotes submission of e-prints and have adequate ICT infrastructure and bandwidth connectivity may be given resources to set-up an IRs in their universities. The INFLIBNET would provide proactive technical support for installation and configuration of these IRs on server purchased by universities for this purpose. The Centre would develop tutorials for setting-up IRs and promotion material for populating these IRs with e-prints, preprints and post-prints. Training programmes and workshops will be organized for institutions beneficiary of this programme.
Besides, the Centre would also set-up a dedicated digital repositories for universities that do not adequate ICT infrastructure and bandwidth connectivity. The faculty and researchers from these universities would be able to submit their research publications in repository set-up at the INFLIBNET Centre.
The pilot project proposed for 50 universities is proposed to be extended to all universities and institutions of higher learning across the country with INFLIBNET acting as executing agency and as a harvesting service with an aim to provide a unified index to all submissions made in distributed repositories across universities.

Current Serials Union database of current serials is one of the major databases developed by INFLIBNET covering 10,750 unique titles subscribed by more than 185 universities/institute libraries. This database provides the listing of titles with brief bibliographic information along with the library name. Titles classified under the serial are covered in this database. To search this database, you may use the access points given here to retrieve the information. Database was last updated on January, 2007.
Theses Database This union database covers the bibliographic Metadata of Doctoral Theses submitted to more than 234 Universities/Institutes in India. It has over 2,10,000 unique records from all subject areas. This Data is contributed by participating Universities and we have collected more data from various reliable sources, university announcements etc. Updated on August, 2008.
Secondary Serials Union database of Secondary Serials is yet another new database started from 1999. This database covers 350 unique titles subscribed by more than 115 universities/institute libraries. This database provides the listing of titles with brief bibliographic information along with the Library name. The titles treated as Secondary Serials viz. abstracting, indexing etc are covered here. Some of the titles available in CD-ROM or Diskette form are also covered in this Database. To search this database you may use the access points given here to retrieve the information. UGC InfoNet Digital Library Consortium details
The UGC-Infonet Digital Library Consortium was formally launched in December, 2003 by Honourable Dr. A P J Abdul Kalam, the then President of India soon after providing the Internet connectivity to the universities in the year 2003 under the UGC-Infonet programme. The Consortium proved to be a recipe to university libraries which have been discontinuing subscription of scholarly journals because of "Serials Crisis". The term "serials crisis" refers to exponential and continuing increase in subscription cost of scholarly journals. The crisis is a result of rise in cost of journals much faster than the rate of inflation, increase in number of journals and the paucity of funds available to the libraries.

In the first phase that began in 2004, access to e-resources was provided to 50 universities who had Internet connectivity under the UGC-Infonet Connectivity programme of the UGC. In the second phase, 50 more universities were added to the programme in the year 2005. So far 120 Universities out of 171 that come under the purview of UGC, have been provided differential access to subscribed e-resources. These e-resources covers almost all subject disciplines including arts, humanities, social sciences, physical sciences, chemical Sciences, life sciences, computer sciences, mathematics and statistics, etc. The programme is wholly funded by the UGC and executed by the INFLIBNET (Information and Library Network) Centre, Ahmedabad.
The benefit of subscription to e-resources would also be extended to the colleges, to begin with the College for Potential with Excellence (CPE). The Consortium also plans to launch its "Associate Membership Programme" wherein private universities and other research organizations would be welcomed to join the Consortium for selected e-resources.
UGC InfoNet: A Network of Indian Universities details...
UGC-Infonet is an ambitious programme of UGC to interlink all the Universities in the country with state-of-art technology . The Network will overlay on ERNET backbone and provide Internet and Intranet Services. It is providing Internet Connectivity to 150 Universities in first phase. Another 8 unibversties are being added in 2008. INFLIBNET is responsible for executing and monitoring the entire project.

Software for University Libraries is the state-of-the-art library automation software designed and developed by the INFLIBNET Centre. It is user-friendly software developed to work under client-server environment. Although looking at the name of the software, one may think that it is meant for university libraries only, but in fact it is flexible enough to be used for automating any type or size of library.
