Electronic Submission of Theses and Dissertations (ETD)Theses and dissertations are known to be the rich and unique source of information, often the only source for research work that does not find its way into various publication channels. However, theses and dissertations remain an un-tapped and under-utilized asset, leading to unnecessary duplication and repetition that, in effect, is the antitheses of research and wastage of huge resources, both human and financial.

The Centre has proposed to the UGC to develop a "Regulatory Framework" with an aim to evolve a mechanism to improve the quality, accessibility and availability of Indian theses in full-text and to implement uniform standards for creating metadata of doctoral theses and a system for collecting and collating this standardized data. Implementation of ETD would lead to streamline of workflow and save time and labour as checking of submissions and cataloguing of ETD would be faster, moving and handling of paper copy is eliminated and delay in binding is removed. The INFLIBNET would take-up the role of steering and monitoring the activity in universities under the purview of UGC.

Electronic submission of theses and dissertations would be initiated in selected universities in a phased manner. Universities desirous of participating in the programme or those universities that have mandated submission of theses and have adequate ICT infrastructure and bandwidth connectivity may be given resources to set-up an digital repositories in their universities. The INFLIBNET would provide proactive technical support for installation and configuration of these digital repositories on server purchased by universities for this purpose. The Centre would develop tutorials for setting-up digital repositories and promotion material for populating these digital repositories with theses and dissertations. Training programmes and workshops will be organized for institutions beneficiary of this programme.

Besides, the Centre would also set-up a dedicated digital repository for universities that do not adequate ICT infrastructure and bandwidth connectivity. The researchers from these universities would be able to submit their research publications in repository set-up at the INFLIBNET Centre.

Moreover, the INFLIBNET Centre would also act as a service provider and harvest metadata from all repositories set-up under this programme with an aim to provide a unified index to all submissions made in distributed repositories across universities.

The pilot project, initially proposed for 50 universities, would be extended to all universities and institutions of higher learning across the country with INFLIBNET acting as executing agency and as a harvesting service with an aim to provide a unified index to all submissions made in distributed repositories across universities. The project will ultimately be an a part of the Networked Digital Library of Theses and Dissertations (NDLTD), an international initiative from the Virginiatech University.
